Bruce has been involved in the development of employment and rehabilitation programs since 1984. He holds a B.S. in Special Education and an M.Ed. in Community Agency Counseling. Bruce has held numerous operational and rehabilitation positions within ServiceSource, headquartered in Oakton, Virginia with affiliated organizations in New Castle, DE, Fayetteville NC, Clearfield, UT, Charlottesville, VA, and Clearwater, FL.

ServiceSource serves more than 35,000 persons with disabilities each year through a wide array of rehabilitation, employment, placement, housing, veterans, counseling, and family support services. In 2022, Bruce initiated efforts to establish the NCSE/NAEPB Compliance Advisory Council to facilitate dialog with the U.S. AbilityOne Commission on the formulation and implementation of compliance-related changes in the AbilityOne Program.
